Quick answer
Moving from Dubai to Cyprus takes three tracks run in parallel: closing your UAE life (residence visa and Emirates ID cancellation, end-of-service gratuity, DEWA, Ejari, bank and car), getting the right Cyprus status for your nationality (EU citizens register within four months; UK and other non-EU nationals need a residence permit, and some need an entry visa first) and setting up in Cyprus (tax number, social insurance, GESY, bank account, housing and schools). UAE documents cannot be apostilled, so get your police clearance and certificates attested before you leave.
- EU/EEA citizens moving from Dubai register in Cyprus (MEU1 yellow slip) within four months of arrival; UK citizens who arrive now are treated as third-country nationals and need a residence permit to stay beyond 90 days in 180.
- Indian, Pakistani, Filipino, Lebanese, Russian and Egyptian nationals need a visa to enter Cyprus; residents of the UAE apply through VFS Global in Dubai or Abu Dhabi (AED 390 visa fee plus AED 29 service fee as listed in 2026).
- The UAE is not a party to the Hague Apostille Convention (HCCH status table, October 2026), so UAE documents used in Cyprus need MOFA attestation and legalisation instead of an apostille.
- After a UAE residence visa is cancelled there is a grace period before overstay fines of AED 50 a day start: Dubai's GDRFA states 60 days, while ICP lists 30 to 180 days depending on the permit type.
- Cyprus tax residency starts after more than 183 days in a calendar year, or 60 days if you also work or run a business in Cyprus and keep a home there; non-doms pay no Special Defence Contribution on dividends and interest for up to 17 years.
Moving from Dubai to Cyprus means swapping a tax-free, visa-sponsored life for EU residence rules, a European tax system and a much smaller, slower-paced island. This pillar guide sets out every step in order, as of October 2026, and links to a detailed article for each one.
What are the main steps to move from Dubai to Cyprus?
Most people moving from the UAE to Cyprus work through the same eight steps. Several run in parallel, so start the slow ones (tenancy notice, document attestation and permits) first.
| Step | When to start | What it involves | Detailed guide |
|---|---|---|---|
| 1. Check your Cyprus status | 4–6 months before | Visa and permit route for your passport | Cyprus visas and residence permits by nationality |
| 2. Collect and attest documents | 3–4 months before | Police clearance, degree, marriage and birth certificates | See "Which documents" below |
| 3. Give notice on your home | At least 90 days before | Ejari, DEWA, deposit | Closing your life in Dubai |
| 4. Plan the money and tax side | 3 months before | Tax residency, non-dom, transfers | Tax when you move from the UAE, Moving money from the UAE |
| 5. Book removals, car and pets | 2–3 months before | Shipping, customs relief, pet import rules | Shipping belongings and car, Moving a pet from the UAE |
| 6. Choose an area and school | 2–3 months before | Renting, school places | Where to live, Moving children from a Dubai school |
| 7. Cancel your UAE residence | Last weeks | Visa, Emirates ID, gratuity, bank, car | Closing your life in Dubai |
| 8. Register in Cyprus | First weeks after arrival | Permit, tax number, social insurance, GESY, bank | See "First weeks in Cyprus" below |
Do you need a visa to move from Dubai to Cyprus?
Your passport decides, not your UAE residence. Cyprus is in the EU but not yet in Schengen, and it applies the EU visa lists in Regulation (EU) 2018/1806.
- UAE nationals do not need a Cyprus visa for short stays.
- EU, EEA and Swiss citizens enter freely and only need to register if they stay more than three months.
- UK citizens can visit without a visa for up to 90 days in any 180, and Cyprus days do not count towards the Schengen limit (GOV.UK, August 2026).
- Indian, Pakistani, Filipino, Lebanese, Russian and Egyptian nationalsAmong others, are on the EU visa-required list and need a Cyprus visa before they travel, unless they hold a valid multiple-entry Schengen visa.
As of 2026, VFS Global handles Cyprus short-stay visa applications for UAE residents in person and by appointment, with a visa fee of AED 390 for adults plus a service fee of AED 29. VFS advises applying at least 15 working days before travel and warns that processing can take up to 45 working days. A short-stay visa only gets you in: to live in Cyprus you then need a residence permit. Our visas and residence permits guide goes through each nationality.
Which Cyprus residence permit fits someone moving from Dubai?
The table gives the main routes. Thresholds come from official policy documents and reputable firms, as of 2026; check the Migration Department before you apply.
| Your situation | Usual route | Key requirement |
|---|---|---|
| EU/EEA or Swiss citizen | Registration certificate (MEU1, "yellow slip") | Apply within four months of arrival |
| Non-EU spouse or child of an EU citizen | Residence card (MEU2) | Apply within four months |
| Hired by an international company in Cyprus | Company of foreign interest (Business Facilitation Unit) | Highly skilled staff earn at least €2,500 gross a month |
| Highly qualified job in ICT, pharma research or shipping | EU Blue Card | At least €43,632 gross a year (set December 2024) |
| Working remotely for a Dubai employer or clients abroad | Digital nomad permit | At least €3,500 net a month |
| Living on savings, rental income or a pension | Visitor permit (pink slip) | Proof of stable income from abroad; no work in Cyprus |
| Buying property worth €300,000 or more | Permanent residence (Regulation 6(2)) | €50,000 secured income a year plus amounts for dependants |
UK citizens who move now are third-country nationals for these purposes: only those who were living in Cyprus before 1 January 2021 are covered by the Withdrawal Agreement (GOV.UK). Our existing Cyprus residency permits guide and permanent residency by investment guide cover each permit in depth. If you are buying property to qualify, a Cyprus lawyer registered with the Cyprus Bar Association should check the purchase before you pay.
What do you have to close in Dubai before you leave?
The UAE side has more deadlines than the Cyprus side. The essentials, as of October 2026:
- Residence visa and Emirates ID. Your employer cancels your labour contract with MOHRE and then your residence permit; the Emirates ID is cancelled with it. If you sponsor family members, their visas must be cancelled before yours (u.ae, September 2026).
- Grace period. Dubai's GDRFA states a 60-day grace period after cancellation; the federal ICP lists 30 days for most permit types and up to 180 days for golden visa holders. Overstay fines are AED 50 a day after that.
- End-of-service gratuity. For private-sector employees with at least one year of service it is 21 days' basic wage for each of the first five years and 30 days for each year after that, capped at two years' wages, and due within 14 days of the contract ending.
- Home and utilities. Most Dubai leases need at least 90 days' notice before expiry. DEWA's online move-out request closes your account, the final bill is set against your deposit, and refunds go to an IBAN in your name.
- Bank and car. Clear loans and cards and get a no-liability letter before closing accounts; pay all traffic fines before the RTA will transfer or export a car.
Each of these, with fees and links to the official services, is in Closing your life in Dubai before moving to Cyprus.
Which documents should you get from the UAE before you go?
This is the step people most often regret leaving until after they have left.
Police clearance certificate
Cyprus asks for a criminal record certificate for several permits: the visitor permit asks first-time applicants for one from their country of origin or residence (KPMG, December 2022), and the investment route asks for one from both your country of citizenship and your country of residence. Dubai Police issues a police clearance certificate online, through its app, DubaiNow or a police station. As listed on the Dubai Police website, it costs AED 200 for residents (AED 300 from abroad), is issued in about five working days and is valid for three months. You can apply after leaving, but you may need to send fingerprints certified by a UAE embassy, so it is easier to do it while you still live in Dubai. Time it so it is still valid when you submit your Cyprus application.
Attestation instead of an apostille
Cyprus accepts apostilled documents from countries that have signed the Hague Apostille Convention, but the UAE is not on the HCCH status table (checked October 2026). UAE-issued documents therefore go through the UAE chain: the issuing authority's seal, then attestation by the UAE Ministry of Foreign Affairs (AED 150 for personal documents, as listed in MOFA's FAQs), then legalisation for use in Cyprus. Ask the Cyprus Embassy in Abu Dhabi or the Migration Department which documents they need legalised for your permit. Documents issued in your home country (birth and marriage certificates, degrees) follow that country's rules, which often means an apostille.
Translations and copies
Cyprus authorities work in Greek and English. Documents in Arabic or another language need an official translation. Keep scanned copies of everything, plus your tenancy contract, salary certificates and bank statements: they also serve as proof of when you stopped being UAE resident.
How does tax change when you move from the UAE to Cyprus?
The UAE has no personal income tax on salaries; Cyprus does. You become Cyprus tax resident in a calendar year if you spend more than 183 days there, or at least 60 days if you also work, run a business or hold a directorship in Cyprus, keep a home there and do not live more than 183 days in any other single country. Since 1 January 2026 the 60-day rule no longer requires you to prove you are not tax resident anywhere else (PwC, August 2026).
As of 2026:
- The first €22,000 of income is tax-free and the top rate of 35% applies above €72,000.
- Newcomers taking a first job in Cyprus may exempt 20% of their salary (up to €8,550 a year) or, on pay above €55,000, 50% of it.
- Non-domiciled residents pay no Special Defence Contribution on dividends and interest for up to 17 years.
- Cyprus and the UAE have a double tax agreement, signed on 27 February 2011.
Our tax guide for people moving from the UAE explains the year of the move, the UAE tax residency certificate and when you need a licensed adviser. The general rules are in Cyprus tax residency: the 183-day and 60-day rules and non-dom status in Cyprus.
How do you move your money, belongings, car and pets?
These steps have their own rules and get their own guides in this series:
- Money. Moving savings from UAE accounts into a Cypriot bank means source-of-funds checks; see Moving money from the UAE to Cyprus and our general guide to banks in Cyprus for expats. Carrying €10,000 or more in cash into or out of the EU, including Cyprus, must be declared to Customs (European Commission, EU cash controls).
- Belongings and car. Household goods and cars arriving from outside the EU go through Cyprus Customs, and relief from duty depends on conditions such as how long you owned and used them. See Shipping your belongings and car from Dubai to Cyprus and our international removals guide.
- Pets. Dogs and cats coming from outside the EU must meet EU entry rules (microchip, rabies vaccination and the right health certificate), and the timing matters. Details are in Moving your pet from the UAE to Cyprus.
- Driving. See Exchanging a UAE driving licence in Cyprus and our general driving licence exchange guide.
Where should you live in Cyprus if you are coming from Dubai?
Most Dubai movers look at Limassol first, for its international companies, schools and seafront, then Larnaca (close to the main airport and cheaper), Paphos (quieter, popular with families and retirees) and Nicosia (the capital, with government offices and universities). Limassol has the highest rents on the island. Where to live in Cyprus if you are moving from Dubai compares the options, and our area finder narrows down neighbourhoods by budget and lifestyle.
Rent before you buy. Our guides to renting in Cyprus and rental scams explain contracts and deposits, and Buying or renting in Cyprus helps with the longer-term decision.
How do schools compare for children moving from Dubai?
Many Dubai families come from British, IB or American curriculum schools, and Cyprus has private international schools teaching these curricula, mainly in Limassol, Nicosia, Larnaca and Paphos. Public schools teach in Greek. Places at popular private schools fill up, so contact schools as soon as you have a likely area. See Moving your children from a Dubai school to a school in Cyprus, Choosing an international school curriculum and enrolling in a public school.
Is Cyprus cheaper than Dubai?
It depends mostly on rent, school fees and how you get around. Dubai vs Cyprus cost of living in 2026 compares rents, school fees, cars and everyday prices. Remember that a Dubai salary is untaxed, while a Cyprus salary pays income tax, social insurance (8.8% for employees in 2026) and the 2.65% GESY health contribution.
What should you set up in your first weeks in Cyprus?
Once you arrive, work through these in roughly this order:
- Apply for your residence status. EU citizens apply for the yellow slip within four months (MEU1 guide); non-EU nationals apply for their permit and give biometrics at the Migration Department. Most non-EU applicants also need private health insurance and, on a first application, medical tests done in Cyprus (health insurance for a residence permit).
- Get a tax number. See How to get a Cyprus tax number (TIN).
- Register for social insurance if you will work: social insurance number guide.
- Join GESY, the national health system, once you are eligible: GESY guide.
- Open a bank account: banks in Cyprus for expats.
- Connect electricity and water: setting up utilities.
- Plan your flights home and back: Flying between Cyprus and Dubai and Larnaca and Paphos airports.
From 6 July 2026 several categories of residence permit can be renewed online, although biometrics are still taken in person (online renewal guide).
Is Cyprus in Schengen, and what about EES and ETIAS?
As of October 2026 Cyprus is not in the Schengen area. The Deputy Ministry of Migration expects full accession during 2027, but it needs a unanimous decision of EU governments (Cyprus Mail, 10 October 2026). Until then, a Cyprus residence permit does not give you Schengen travel rights on its own, and there are passport checks on every flight. The EU Entry/Exit System that started on 12 October 2025 does not operate at Cyprus's borders. See ETIAS and the Entry/Exit System for Cyprus residents.
How long does the whole move take?
A realistic timetable for a family moving from Dubai is three to six months:
| Months before the move | Main tasks |
|---|---|
| 6–4 | Decide on your permit route; contact schools; start document attestation |
| 4–3 | Give tenancy notice (at least 90 days); get removal quotes; check pet import rules with your vet |
| 3–2 | Police clearance; visit Cyprus to view areas; book flights and shipping |
| 2–1 | Resign or agree an end date; arrange DEWA move-out and Ejari cancellation |
| Last 2 weeks | Visa and Emirates ID cancellation; gratuity; close or keep bank accounts; sell or export the car |
| First 4 months in Cyprus | Residence application, TIN, social insurance, GESY, bank, school start |
When should you get professional advice?
This guide is general information, not legal or tax advice. Speak to a licensed immigration lawyer in Cyprus if your nationality, family situation or investment makes the permit route unclear, and to a licensed tax adviser in Cyprus before the year you move if you have investment income, a company, share options or property. Our accountants and tax advisers directory lists firms that work with expats.

Can I move from Dubai to Cyprus without a job?
Yes, if your nationality and income allow it. EU citizens can register with health insurance and sufficient resources; non-EU nationals usually use a visitor (pink slip) permit, the digital nomad permit if they work remotely for clients or an employer abroad, or permanent residence through a €300,000 investment.
Do UAE residents need a visa for Cyprus?
It depends on your passport, not on your UAE residence. UAE, EU and UK nationals do not need a visa for short stays; nationals of countries such as India, Pakistan, the Philippines, Lebanon, Russia and Egypt do, and apply through VFS Global in the UAE. Holders of a valid multiple-entry Schengen visa do not need a separate Cyprus visa, according to VFS Global.
How long does it take to move from Dubai to Cyprus?
Plan on three to six months. Tenancy notice in Dubai is usually 90 days, police clearance takes about five working days, document attestation adds a few weeks, and Cyprus residence permits can take several months to be issued after you apply.
Will I pay tax in Cyprus after living tax-free in Dubai?
Yes, once you become Cyprus tax resident your worldwide income is taxable in Cyprus. As of 2026 the first €22,000 a year is tax-free, newcomers may exempt 20% or 50% of their salary, and non-doms pay no Special Defence Contribution on dividends and interest.
Do I need to cancel my UAE visa before moving to Cyprus?
Yes, in most cases. Your employer (or you, as sponsor of your family) cancels the residence permit and Emirates ID; letting it simply lapse can cause problems if you want to return. Golden visa holders can stay outside the UAE for longer than six months without losing their residence.
Can I drive in Cyprus with my UAE driving licence?
Only for a limited period once you live in Cyprus. Non-EU licences can be exchanged without a test only if Cyprus recognises the issuing country; otherwise you need to pass the Cypriot tests. Check the Road Transport Department's current list before you rely on your UAE licence.
Is Cyprus in the Schengen area?
No. As of October 2026 Cyprus is an EU member but not yet in Schengen; the government expects to join during 2027, but a unanimous EU decision is still needed. Passport checks apply on every flight to and from Cyprus.
