Quick answer

When you move from the UAE to Cyprus you become Cyprus tax resident for a calendar year if you spend more than 183 days there, or at least 60 days if you also work, run a business or hold a directorship in Cyprus, keep a home there and spend no more than 183 days in any other single country. Residents are taxed on worldwide income at rates from 0% (first €22,000) to 35% in 2026. As non-doms, most people arriving from Dubai pay no Special Defence Contribution on dividends and interest for up to 17 years, and newcomers can exempt 20% or 50% of a Cyprus salary.

  • Cyprus tax residency: more than 183 days in a calendar year, or the 60-day rule; since 1 January 2026 the 60-day rule no longer requires you to be non-resident everywhere else.
  • The UAE has no personal income tax, but Cyprus taxes residents on worldwide income: 0% up to €22,000, then 20%, 25%, 30% and 35% above €72,000 (2026 rates).
  • Non-domiciled residents pay no Special Defence Contribution on dividends and interest until they have been resident for 17 of the last 20 years; since 2026 they can extend this by paying €250,000 per five-year period, up to two times.
  • A first job in Cyprus may qualify for a 20% salary exemption (up to €8,550 a year for seven years) or, on pay above €55,000, a 50% exemption for 17 years.
  • Cyprus and the UAE signed a double tax agreement on 27 February 2011, and Cyprus is on the UAE's list of Common Reporting Standard partner jurisdictions (June 2026).

Going from Dubai, where salaries are untaxed, to Cyprus, where residents pay income tax on worldwide income, is the biggest financial change of the move. The good news is that Cyprus has generous rules for newcomers. This guide explains, as of October 2026, when you become Cyprus tax resident, how the year of the move works, what non-dom status means for people with savings and investments, and what to sort out on the UAE side. It is general information, not tax advice. For the general rules, see our guides to Cyprus tax residency and non-dom status; this article adds the UAE angle.

When do you become Cyprus tax resident?

Cyprus decides tax residency per calendar year (1 January to 31 December). You are resident in a year if you meet either test (PwC, reviewed August 2026):

Test Conditions (all must be met in the same year)
183-day rule You spend more than 183 days in Cyprus
60-day rule You spend at least 60 days in Cyprus; you do not live in any other single country for more than 183 days in total; you work, run a business or hold an office (such as a directorship) with a Cyprus-resident company at some point in the year and it is not ended before 31 December; and you keep a permanent home in Cyprus, owned or rented

Since 1 January 2026, the 60-day rule no longer requires you to show that you are not tax resident in any other country (PwC; EY, February 2026). Day counting is simple: the day you arrive in Cyprus counts as a day in Cyprus, and the day you leave counts as a day abroad.

The 60-day rule is popular with people who keep working across the Gulf and Europe, but the 183-day limit for other countries still applies, and that includes the UAE.

How does the year of the move work?

Because Cyprus looks at whole calendar years, the timing of your arrival matters:

  • If you arrive in spring, you will usually pass 183 days in Cyprus that year and be resident for the whole year.
  • If you arrive in autumn, you may be resident only through the 60-day rule (if you have a Cyprus job or company role and a home), or not resident until the following year.

Cyprus residents are taxed on their worldwide income; non-residents only on certain Cyprus-source income (PwC). We did not find an official Cyprus rule that splits a tax year into a "UAE part" and a "Cyprus part". If you will be resident in your year of arrival and you received significant salary, bonuses, gratuity or investment income in the UAE earlier that year, ask a licensed Cyprus tax adviser before choosing your arrival date.

Are you still UAE tax resident after you leave?

The UAE does not tax individuals' salaries or personal income (PwC, September 2026), but it does define tax residency. Under Cabinet Decision No. 85 of 2022, in force since 1 March 2023, you are UAE tax resident if your usual residence and centre of financial and personal interests are in the UAE, or you spend 183 days or more there in a 12-month period, or you spend 90 days or more there and are a UAE or GCC national or a UAE resident with a permanent home or job in the country (EY, March 2023).

Keeping a UAE golden visa, a Dubai flat or a UAE job while living in Cyprus can make you resident in both countries at once. That is when the treaty matters.

The UAE tax residency certificate

The Federal Tax Authority (FTA) issues a tax residency certificate (TRC) to individuals who meet the UAE tax residence rules: at least 183 days in the UAE, or 90 to 182 days together with a UAE job or business or a permanent home in the UAE, or having your usual residence and centre of interests there. As listed on the FTA website (checked 21 October 2026), the electronic certificate costs AED 1,000 (AED 500 for people registered for Corporate Tax), plus an AED 50 submission fee, and takes ten business days. It covers a past or current 12-month period you choose and cannot be issued for a future period. You need your Emirates ID and passport with an official entry and exit report, plus proof of employment, residence or your interests in the UAE depending on how you qualify. If you might need to prove UAE residence for the period before your move, apply while you still meet the rules, before you cancel your visa.

What does the Cyprus–UAE double tax agreement do?

Cyprus and the UAE signed a double tax agreement on 27 February 2011. The UAE Ministry of Finance lists it as in force since 17 March 2013, and the Cyprus Ministry of Finance lists it with an entry-into-force date of 1 January 2014. Treaties like this contain tie-breaker rules for people who are resident in both countries under their domestic laws, starting with where you have a permanent home. Cyprus also gives residents a credit for foreign tax paid, limited to the Cyprus tax on the same income (PwC). Because the UAE does not tax salaries, the credit rarely helps with employment income. If you could be resident in both countries in the same year, have a licensed adviser apply the treaty to your facts.

What does non-dom status mean for people moving from Dubai?

Most people arriving from the UAE were not born with a Cyprus "domicile of origin", so they are non-domiciled for the Special Defence Contribution (SDC). As of 2026 (PwC; KPMG, June 2026):

  • Non-doms pay no SDC on dividends and interest, from Cyprus or abroad. That income is still subject to the 2.65% GESY health contribution.
  • The exemption lasts until you have been Cyprus tax resident for 17 of the previous 20 years.
  • Since 1 January 2026, people without a Cyprus domicile of origin who reach that point can pay €250,000 per five-year period, for up to two periods, to stay outside SDC. The election cannot be reversed and the payment is not refunded.
  • Non-dom status does not reduce income tax on salaries, pensions, rental income or business profits.

For someone moving from Dubai with savings and an investment portfolio, this is often the most valuable rule: dividends and bank interest that were untaxed in the UAE remain free of SDC in Cyprus. Capital gains on shares are a separate question; ask your adviser. Our non-dom guide covers the declarations to your bank.

How much income tax will you pay in Cyprus in 2026?

The 2026 tax reform, approved by parliament on 22 December 2025, raised the tax-free band and changed the rates (EY, January 2026; PwC):

Taxable income (2026) Rate
Up to €22,000 0%
€22,001 – €32,000 20%
€32,001 – €42,000 25%
€42,001 – €72,000 30%
Over €72,000 35%

Exemptions for newcomers with a Cyprus job

If you take up your first job in Cyprus after moving from Dubai, you may qualify for one of two exemptions (PwC, August 2026):

  • 20% exemption, capped at €8,550 a year, for seven years from the year after the job starts. You must not have been Cyprus resident in the previous three tax years and must have been employed outside Cyprus by a non-Cypriot employer before, which fits most people employed in Dubai.
  • 50% exemption on salary above €55,000 a year, for 17 years, if you were not Cyprus resident for at least 15 consecutive years before the job started.

You cannot combine them. See our Cyprus tax reform 2026 guide for the full list of changes.

Social insurance and GESY

Unlike in Dubai, salaries in Cyprus carry compulsory contributions. As of 2026, employees and employers each pay 8.8% social insurance on earnings up to €68,904 a year, and employees pay 2.65% to GESY, the national health system, on income up to €180,000 (PwC, August 2026). Self-employed people pay 4% to GESY. Plan on contributing from your first Cyprus payslip, and ask Social Insurance Services how any earlier contributions abroad are treated. See how to get a social insurance number and our GESY guide.

What other 2026 rules matter for UAE movers?

  • Crypto. Since 2026 gains on crypto assets are taxed at a flat 8%, with losses only offset against crypto gains of the same year (PwC; EY).
  • Foreign pensions. Pensions from work abroad can be taxed at a flat 5% above €5,000 a year, or at normal rates if that is better (PwC).
  • Your own company. The deemed dividend distribution rules were abolished for profits after 31 December 2025 (EY; Andersen). If you move a Dubai business or set up a Cyprus company, read how to set up a company in Cyprus and take advice on where it is managed.
  • Reporting. Cyprus is on the UAE Ministry of Finance's June 2026 list of Common Reporting Standard participating jurisdictions. Update your tax residence with UAE banks when you move.

What do you need to file in Cyprus?

Under the 2026 tax reform, every Cyprus tax resident aged 25 to 70 must file a personal tax return, even if no tax is due (EY; Andersen). Check the first year this applies to you with the Tax Department or your adviser. You will need:

  1. A Cyprus tax identification number: see how to get a Cyprus tax number (TIN).
  2. An account on the Tax For All portal, using CY Login.
  3. Your deadlines: see Cyprus tax deadlines 2027 and how to file a tax return in Cyprus.

Later, you may want a Cyprus tax residency certificate to prove your new residence to banks or to the UAE.

When should you speak to a tax adviser?

Speak to a licensed tax adviser in Cyprus before you fix your arrival date if any of these apply: you will keep a home, job, company or golden visa in the UAE; you will receive a bonus, gratuity or share awards around the time of the move; you have a large investment portfolio, crypto or property abroad; or you plan to run a business from Cyprus. Expatify cannot give personal tax advice; our directory lists accountants and tax advisers who work with expats.

Frequently asked questions

How many days do I need to spend in Cyprus to be tax resident?

More than 183 days in a calendar year, or at least 60 days if you also have a Cyprus job, business or directorship for the whole year, keep a permanent home in Cyprus (owned or rented) and do not spend more than 183 days in any other single country.

Can I use the 60-day rule if I keep my UAE residence visa?

Since 1 January 2026 you no longer have to show that you are not tax resident in another country, but you still cannot spend more than 183 days in any other single country in that year, and you must meet the work and home conditions. Keeping a UAE home can create a dual-residence question under the treaty, so take advice.

Do I pay tax in Cyprus on my UAE salary?

If you are Cyprus tax resident in a year, your worldwide income for that year is taxable in Cyprus, with a credit for any foreign tax paid. Salary earned and paid while you were still living and working in the UAE is a point to check with a Cyprus tax adviser, because Cyprus taxes by calendar year.

Is non-dom status automatic when I move from Dubai?

There is no separate application: if you were not born with a Cyprus domicile of origin and have not been resident for 17 of the last 20 years, you are non-domiciled for Special Defence Contribution. You declare it on your tax return and to your Cypriot bank so it does not withhold SDC.

Do I need a UAE tax residency certificate when I leave?

Not to move. A UAE tax residency certificate can help prove that you were UAE resident for an earlier period if Cyprus or another country asks. The Federal Tax Authority issues it to people who meet the UAE residence rules (183 days, or 90 to 182 days with a UAE job or home), for AED 1,000 (AED 500 for Corporate Tax registrants) plus an AED 50 submission fee, in about ten business days; it only covers a past or current 12-month period.

Will my UAE bank report my account to Cyprus?

Cyprus is on the UAE's list of participating jurisdictions under the Common Reporting Standard (June 2026), the system under which banks report accounts held by tax residents of partner countries. Once you tell your UAE bank you are Cyprus tax resident, expect the account to be reportable.

Do I have to file a tax return in Cyprus?

Under the 2026 tax reform, every Cyprus tax resident aged 25 to 70 must file a return, even with no tax to pay. You need a Cyprus tax identification number (TIN) and an account on the Tax For All portal.
