Quick answer
Before moving from Dubai to Cyprus, cancel your UAE residence visa and Emirates ID through your employer (dependants first), collect your end-of-service gratuity within 14 days of your last day, give at least 90 days' notice on your lease, close DEWA online and claim the deposit back to your IBAN, clear loans and get a bank no-liability letter, and pay every traffic fine before selling or exporting your car. Get a Dubai Police clearance certificate and attest any UAE documents while you are still resident.
- Your employer cancels your work permit with MOHRE first and then your residence permit with GDRFA or ICP; the Emirates ID is cancelled with it, and sponsored family members must be cancelled before the sponsor.
- Grace periods after cancellation vary: Dubai's GDRFA states 60 days, while ICP lists 30 days for most permits, 60 for guarantor permits, 90 for skilled workers and property owners and 180 for golden visa holders. Overstay costs AED 50 a day.
- Private-sector gratuity is 21 days' basic wage per year for the first five years and 30 days per year after that, capped at two years' wages and payable within 14 days (Federal Decree-Law No. 33 of 2021).
- DEWA move-out costs AED 125 for a small meter plus AED 20 in fees (as of 2026); the deposit is set against the final bill and the balance is refunded to an IBAN in your name.
- The RTA will not transfer or export a car until all traffic fines are paid; check the export certificate fee on the RTA website or app.
Leaving Dubai for Cyprus is mostly a race against UAE deadlines: notice periods, grace periods and the 14-day gratuity window. This checklist, current as of October 2026, puts every exit task in order and links to the official UAE service for each. It is part of our complete guide to moving from Dubai to Cyprus.
In what order should you close things in Dubai?
The rule of thumb is: give notice early, collect documents while you are still resident, and cancel your visa last, because a valid residence visa and Emirates ID make almost every other service easier.
| When | Task | Who handles it |
|---|---|---|
| 3–4 months before | Give notice on your lease (at least 90 days before it ends) | You and your landlord |
| 3 months before | Get a police clearance certificate; attest degrees and family documents | Dubai Police, issuing body, MOFA |
| 1–2 months before | Sell or arrange export of your car; settle fines | You, RTA |
| 2–4 weeks before | Agree your last working day; check ILOE and any fines | You, employer, MOHRE |
| Last 2 weeks | DEWA move-out, Ejari cancellation, phone line, bank clearance | You |
| Last days | Visa and Emirates ID cancellation (family first); collect gratuity | Employer, GDRFA or ICP |
| After you leave | Close remaining accounts once final payments have cleared | You |
How does residence visa cancellation work in Dubai?
For private-sector employees, the employer starts the process. According to the UAE government portal u.ae (September 2026), the employer must first cancel the labour contract and work permit with the Ministry of Human Resources and Emiratisation (MOHRE) and then apply to the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) or, in Dubai, the General Directorate of Residency and Foreigners Affairs (GDRFA). Only the sponsor can normally cancel a residence visa. You will be asked to sign the cancellation paperwork, and your Emirates ID is cancelled together with the residence permit.
GDRFA Dubai lists a fee of AED 100 plus AED 20 in knowledge and innovation fees for its online cancellation service, with processing in about 48 hours. Its FAQ gives the all-in figures through service centres as AED 190 for an individual sponsor inside the UAE and AED 290 from outside, and AED 225 or AED 325 for companies. Cancellation from outside the country is possible, but the original Emirates ID is required.
If you sponsor your family
If you sponsor a spouse or children, their residence visas must be cancelled before yours (u.ae). ICP also allows dependants' files to be put on hold for a limited period for a fee, and charges a guarantee of AED 5,000 if a sponsor is cancelled without the family permits being cancelled first. Book the family cancellations a few days before your own.
Do not just let the visa expire
The National (updated August 2026) advises against simply leaving and letting a visa lapse: cancel it properly and hand in your Emirates ID, or you may face problems if you return to the UAE later. Note also that a non-golden UAE residence visa is generally void after more than 180 consecutive days outside the country (u.ae).
How long is the grace period after cancellation?
Official sources do not give one single figure, so check your own file before booking flights.
| Permit type (ICP list) | Grace period |
|---|---|
| Golden, green and blue residence holders and their families; widows and divorcees; graduated students | 180 days |
| Skilled workers (levels 1–3) and property owners | 90 days |
| Permits issued with a guarantor or host | 60 days |
| All other categories | 30 days |
GDRFA Dubai's current cancellation service page states a 60-day grace period after cancellation or expiry. After the grace period, overstay fines are AED 50 a day (ICP and u.ae). If your Cyprus move date might slip, keep your visa active and cancel it closer to departure.
What if you hold a UAE golden visa?
Golden visa holders can stay outside the UAE for longer than the usual six months without their residence becoming invalid (u.ae, July 2026), and they get a 180-day grace period after cancellation or expiry. Many people moving to Cyprus therefore keep a golden visa for flexibility. Keeping it does not affect your Cyprus permit, but it can matter for tax: see tax when you move from the UAE to Cyprus and ask a licensed adviser if you also keep a home in Dubai.
How is your end-of-service gratuity calculated?
For private-sector employees on the federal labour law (Federal Decree-Law No. 33 of 2021, Article 51), u.ae sets out the rules as of October 2026:
- You need at least one year of continuous service; unpaid absence does not count.
- The gratuity is 21 days' basic wage for each of the first five years and 30 days' basic wage for each year after that, with part-years counted pro rata.
- The total cannot exceed two years' wages.
- It must be paid within 14 days of the end of the contract, and the employer may deduct amounts you owe.
For example, after seven full years the entitlement is 5 × 21 + 2 × 30 = 165 days of basic wage. Since 2022 the private-sector law no longer reduces gratuity when the employee resigns (Morgan Lewis, December 2021).
Some employers have moved to the government-approved voluntary savings scheme instead, contributing 5.83% of basic salary for staff with under five years' service and 8.33% after five; the balance is paid out within 14 days of leaving (u.ae). If you work in a financial free zone such as the DIFC, different employment rules and savings schemes may apply, so check your own contract and scheme statement.
Gratuity paid to you before you become Cyprus tax resident is a UAE payment; if you are paid after you arrive, ask a Cyprus tax adviser how it will be treated.
Do you need to clear unemployment insurance (ILOE) fines?
Yes, if you have any. The UAE's Involuntary Loss of Employment scheme fines employees AED 400 for not subscribing and AED 200 for missed premiums, and an unpaid fine can be deducted from wages or from your end-of-service gratuity (Gulf News, July 2024). Check and pay in the MOHRE app before your last working day.
How do you close DEWA and get your deposit back?
DEWA's move-out service (updated May 2026) works like this:
- Pay all previous bills.
- Request a move-out online, in the DEWA app, on Dubai Now or by phone on 04-601 9999, choosing your date.
- Supply is deactivated within 24 working hours of that date, and the final bill is sent by email and SMS.
- Your security deposit is set against the final bill; once it is settled DEWA sends a clearance certificate automatically.
The move-out fee is AED 125 for a small meter (AED 300 for a large one), plus AED 20 in knowledge and innovation fees. Refunds of up to AED 200,000 are paid by transfer to an IBAN in your own name, so keep one UAE account open until the refund arrives, or transfer the balance to another DEWA account. DEWA's standard residential deposits are AED 2,000 for a flat and AED 4,000 for a villa.
How do you end your lease and cancel Ejari?
Under Dubai's tenancy law, as summarised in the Dubai Land Department's tenancy guide, a party wanting to end a lease at expiry or change its terms must give at least 90 days' notice before expiry, unless the contract says otherwise. A lease cannot be ended early by one side alone without a legal ground, so agree any early exit with your landlord in writing. If you stay on without objection, the lease renews automatically. The landlord must return the security deposit at the end of the tenancy.
Once the lease has ended and you have moved out, cancel the Ejari registration: it is free in the Dubai REST app or on the Ejari system, or AED 40 plus VAT at a trustee centre. If the contract is still active, you need a cancellation letter from the owner. For a single-unit home, DEWA may contact you once the owner cancels the Ejari.
How do you close UAE bank accounts and loans?
According to The National (August 2026), the usual sequence is:
- Repay loans and credit cards in full.
- Ask for a no-liability (clearance) letter; closure can only start once you have it.
- Bring the balance to zero and close the account, usually at a branch; closure normally takes three to five working days and is free.
Some banks put a hold on a gratuity paid into your account until your employer issues a clearance letter. Bounced cheques were decriminalised in January 2022, but cheques written in bad faith, including closing the account before a post-dated cheque is due, can still be a criminal matter (Khaleej Times). Lenders can also take civil action over unpaid debts. Make sure no post-dated rent or loan cheques are outstanding before you close anything.
When you transfer savings to Cyprus, keep salary certificates and statements: Cypriot banks ask where the money came from. See moving money from the UAE to Cyprus and banks in Cyprus for expats.
Should you sell or export your car?
Most people sell in Dubai, because a car arriving in Cyprus from outside the EU faces customs, type-approval and registration steps (see shipping your belongings and car from Dubai to Cyprus).
Selling
The RTA's ownership-transfer service requires the seller to pay outstanding fines from Dubai and other emirates first, release any car loan mortgage electronically, and have valid insurance and an inspection. Check the current fees on the RTA website or app before you go. Fines issued after the online sale agreement is signed go to the buyer.
Exporting
If you ship the car, you need an RTA export certificate, which cancels the Dubai registration. All fines must be paid and the owner or a representative must attend. The fee depends on the vehicle and on whether you also need export plates or a change of ownership: check it on the RTA website or app. Export plates must be collected within 14 days. If your visa has already been cancelled you can use a passport copy, but an expired visa makes you ineligible, so do this before your visa lapses.
What about your phone line and other accounts?
e& (Etisalat) asks customers to call 800 6665 at least 48 hours before departure to cancel, and offers prepaid customers a pack to keep the number for 30 or 60 days; postpaid customers must switch to prepaid first. Keeping a UAE number for a few weeks helps with bank one-time passwords while refunds come through. Also remember Salik, school fee deposits, gym memberships and any annual insurance policies.
Which documents should you get before leaving the UAE?
Get these while you still have a valid Emirates ID:
- Police clearance certificate. Dubai Police issues it online or in its app in about five working days, for AED 200 for residents (AED 300 from abroad) plus fees; it is valid for three months. Cyprus asks for criminal record certificates for several residence permits, from your country of residence as well as your nationality.
- Attested documents. The UAE is not a party to the Hague Apostille Convention (HCCH, October 2026), so UAE documents need the issuing body's seal and then UAE Ministry of Foreign Affairs attestation (AED 150 for personal documents) before legalisation for Cyprus. This applies to UAE-issued marriage and birth certificates, degrees and the police certificate.
- Proof of departure. Keep your visa cancellation paper, final payslip, lease end and DEWA clearance: they show when you stopped living in the UAE, which matters for tax residency.
- School records for children: transfer certificates and reports (see moving children from a Dubai school).

How many days do I have to leave the UAE after my visa is cancelled?
It depends on your permit type. As of October 2026 Dubai's GDRFA states a 60-day grace period, while the federal ICP lists 30 days for most categories and up to 180 days for golden visa holders. Check your own status on the GDRFA or ICP app before you book flights.
Can I cancel my UAE residence visa from Cyprus?
Yes. GDRFA Dubai says residence can be cancelled from inside or outside the UAE, with higher fees from outside (AED 290 for individuals against AED 190 inside, plus service-centre fees). Your sponsor still has to file it and the original Emirates ID is required.
Do I lose my gratuity if I resign before moving to Cyprus?
No. Under Federal Decree-Law No. 33 of 2021 there is no longer a reduction for resignation in the private sector, provided you have at least one year of continuous service. If you work in a financial free zone such as the DIFC, check your contract, as different rules may apply.
How do I get my DEWA deposit back when I leave Dubai?
Request a move-out online, in the DEWA app or on Dubai Now after paying all bills. DEWA sets the deposit against the final bill and refunds the balance by bank transfer to an account in your name, or moves it to another DEWA account.
Can I get a Dubai police clearance certificate after I move to Cyprus?
Yes. Dubai Police accepts applications from people outside the UAE who used to live there, for AED 300 (or USD 88) plus fees, but you may need fingerprints certified by a UAE embassy. It is quicker to apply before you leave.
Should I close my UAE bank account before moving?
Not necessarily straight away, but clear any loans and credit cards first. Banks usually need a no-liability letter before closing an account, and some hold a gratuity paid into the account until your employer confirms clearance.
