Quick answer

What you need to move from Dubai to Cyprus depends on your passport, not your UAE residence visa. EU, EEA and Swiss citizens only register within four months of arrival. UAE and UK nationals can enter without a visa but UK citizens need a residence permit to stay beyond 90 days in 180. Indian, Pakistani, Filipino, Lebanese, Russian, Egyptian and many other nationals need a Cyprus entry visa, applied for through VFS Global in the UAE, and then a residence permit such as the visitor, employment, digital nomad or investment permit.

  • Cyprus follows the EU visa lists (Regulation 2018/1806): UAE and UK nationals are visa-exempt for short stays; India, Pakistan, the Philippines, Lebanon, Russia and Egypt are on the visa-required list.
  • UAE residents who need a visa apply in person through VFS Global; as of 2026 the visa fee is AED 390 for adults plus a VFS service fee of AED 29, and processing can take up to 45 working days.
  • Holders of a valid multiple-entry Schengen visa do not need a separate Cyprus visa for short stays, according to VFS Global.
  • Main long-stay routes for non-EU nationals: company of foreign interest (from €2,500 gross a month for highly skilled staff), EU Blue Card (€43,632 a year), digital nomad (€3,500 net a month), visitor permit, and permanent residence by investment (€300,000).
  • The UAE is not a party to the Apostille Convention, so UAE police certificates and civil documents need MOFA attestation and legalisation for Cyprus.

Dubai is home to people of almost every nationality, and that is exactly why there is no single answer to "what visa do I need to move from Dubai to Cyprus?". Your UAE residence visa does not change your Cyprus status: your passport does. This guide sorts the rules by nationality as of October 2026, then explains each residence route and the UAE paperwork you need. It is part of our complete guide to moving from Dubai to Cyprus.

What do you need, by nationality?

Cyprus is in the EU but not yet in Schengen. For short stays it applies the EU visa lists in Regulation (EU) 2018/1806, and for living there it issues its own national residence permits.

Your passport Entry visa for Cyprus? To live in Cyprus
EU, EEA or Swiss No Register for an MEU1 certificate (yellow slip) within four months
UAE national No (short stays) National residence permit for stays beyond the visa-free period
British No, up to 90 days in any 180 Residence permit as a third-country national (unless covered by the Withdrawal Agreement)
Indian, Pakistani, Filipino, Lebanese, Russian, Egyptian and other visa-required nationals Yes, unless you hold a valid multiple-entry Schengen visa Entry visa (or Schengen visa) and then a residence permit
Non-EU spouse or child of an EU citizen Depends on passport MEU2 residence card within four months

Other nationalities: check whether your country is in Annex I (visa required) or Annex II (visa-exempt) of Regulation 2018/1806 on EUR-Lex, or ask the Cyprus Embassy in Abu Dhabi.

Do you need a visa to enter Cyprus from Dubai?

Visa-exempt nationalities

UAE nationals, EU citizens, British citizens and other Annex II nationals can enter Cyprus without a visa for short stays of up to 90 days in any 180. For British citizens, GOV.UK (August 2026) notes that days spent in Cyprus do not count towards the Schengen 90-day limit and vice versa, and that time in the north counts towards the Cyprus total. Passports must have been issued less than 10 years before arrival and be valid for at least three months after you leave.

Visa-required nationalities living in the UAE

Nationals of countries on the EU's visa-required list, including India, Pakistan, the Philippines, Lebanon, Russia and Egypt, need a Cyprus visa before they travel. As listed by VFS Global for the UAE in 2026:

  • Applications are made in person, by appointment, through VFS Global, which lists service fees for Dubai and Abu Dhabi.
  • The visa fee is AED 390 for adults and AED 200 for children aged 6 to 12; children under 6 pay nothing. The VFS service fee is AED 29.
  • Apply at least 15 working days before travel; processing can take up to 45 working days.
  • Travel insurance is mandatory, and employees need a no-objection certificate or salary certificate from their employer.
  • Holders of a valid multiple-entry Schengen visa do not need a Cyprus visa.
  • Syrian and Turkish nationals apply at the Cyprus Embassy in Abu Dhabi rather than through VFS.

A short-stay visa lets you visit, view homes and schools, and in some cases apply for a permit after arrival, but it is not a residence permit.

Russian nationals

Russian nationals need a Cyprus visa. In November 2025 the EU tightened its rules so that Russians are generally no longer eligible for multiple-entry visas (Cyprus Mail). Russians resident in the UAE apply through VFS Global in the UAE. Because rules for Russian citizens have changed several times since 2022, confirm the current position with VFS or the embassy before you commit to a moving date.

How do EU citizens register when moving from Dubai?

EU, EEA and Swiss citizens can move freely. If you stay more than three months you apply for a registration certificate (form MEU1, the "yellow slip") within four months of arrival, showing your passport or ID card and the reason for your stay: a job, self-employment, studies, or health insurance plus enough money to live on (Politis, June 2026). Non-EU family members, such as a spouse who has lived with you in Dubai on another passport, apply for an MEU2 residence card, generally valid for five years. Our MEU1 yellow slip guide explains appointments and documents.

What are the rules for British citizens moving from Dubai?

GOV.UK's "Living in Cyprus" (February 2026) is clear: British citizens who moved to Cyprus after 1 January 2021 are not covered by the Withdrawal Agreement and must apply for temporary residence as third-country nationals if they want to stay beyond 90 days as visitors. Permanent residence may be possible after five or more years. Most British people coming from Dubai use the employment, company-of-foreign-interest, digital nomad or visitor routes below.

Which residence permit fits a non-EU national moving from Dubai?

Working for an international company: companies of foreign interest

Many people relocating from Dubai join international firms in Limassol, Nicosia or Larnaca. Companies registered with the government's Business Facilitation Unit as "companies of foreign interest" can hire non-EU staff through a fast-track process. Under the official Strategy for Attracting Companies (updated February 2024), highly skilled employees must earn at least €2,500 gross a month and have a degree or two years' relevant experience, permits can run for up to three years, and spouses of highly skilled staff get immediate access to the labour market. Your employer files the application.

Other jobs: Department of Labour route and EU Blue Card

Outside the fast-track, non-EU nationals can work only in sectors allowed under labour migration policy, after the Department of Labour confirms there is a genuine shortage of local workers (Cyprus Mail, December 2024). The EU Blue Card is available for highly qualified jobs in ICT, pharmaceutical research and the maritime sector, with a minimum gross salary of €43,632 a year set in December 2024 (Cyprus Mail). See also our work permit guide for non-EU citizens.

Keeping your Dubai job remotely: digital nomad permit

If you will keep working for a Dubai employer or for clients outside Cyprus, the digital nomad permit needs a net income of at least €3,500 a month. It is valid for one year and can be renewed for up to two more; your spouse or partner and minor children can join you but may not work (KPMG; Cyprus Mail, March 2025). Places are capped. Staying more than 183 days in a year (or 60 days under the 60-day rule) makes you Cyprus tax resident, so read our tax guide for people moving from the UAE and the full digital nomad visa guide.

Living on your own income: the visitor permit (pink slip)

People who do not work in Cyprus, for example a spouse with savings or an early retiree, often use the visitor permit. The Civil Registry and Migration Department's policy page states that the first permit is valid for one year, renewable, and that no economic activity is allowed; the fee is €70 for issue or renewal plus €70 for the first entry in the Aliens' Register, and processing can take up to four months. Since 2023, KPMG reports, first-time applicants must show income of at least €2,000 a month (plus 20% for a spouse and 15% per child), an initial transfer of €10,000 from abroad, and a certified, translated criminal record certificate from their country of origin or residence. Check the current figures with the Migration Department before applying. Our retiring in Cyprus guide covers this route in more detail.

Buying property: permanent residence by investment

Under Regulation 6(2), as revised in May 2023, you invest at least €300,000 (plus VAT on a new home) and show secured income of €50,000 a year, plus €15,000 for a spouse and €10,000 per minor child. Police certificates are needed from both your country of citizenship and your country of residence, which for Dubai residents means a UAE certificate too, and you must prove each year that the conditions are still met (EY). On 24 September 2026 Cyprus Mail reported that the government had submitted proposals to tighten the scheme ahead of Schengen entry; no new rules had been adopted at the time of writing. Read our permanent residency by investment guide and use a Cyprus lawyer.

Joining family

A non-EU resident can usually bring a spouse and minor children only after living legally in Cyprus for two years with a permit valid for at least one more year and a reasonable prospect of permanent residence. The Director of the Migration Department can waive the two years for employees of approved companies (Civil Registry and Migration Department).

Which UAE documents do you need for a Cyprus permit?

Requirements vary by permit, but people moving from Dubai usually need:

Document Where to get it Notes
Valid passport Your country Check validity for the whole permit
Police clearance certificate Dubai Police, for Dubai residents Valid three months; AED 200 for residents as of 2026
Criminal record from your country of nationality Your home country Needed for some permits, including investment
Marriage and birth certificates Issuing country UAE-issued ones need attestation (see below)
Proof of income or employment Employer, bank Salary certificate, contract, bank statements
Private health insurance Health insurer See our health insurance for a residence permit guide

Attestation, not an apostille

The UAE is not on the Hague Apostille Convention status table (checked October 2026), while Cyprus is. UAE-issued documents therefore need the issuing body's seal, attestation by the UAE Ministry of Foreign Affairs (AED 150 for personal documents) and legalisation for use in Cyprus, rather than an apostille. Documents from your home country follow that country's rules. Translations into Greek or English are needed for documents in other languages. Do this before you leave: it is much harder from abroad. Our closing your life in Dubai checklist shows when to fit it in.

What happens after you arrive in Cyprus?

You submit your application and give biometrics in person. Once you have your permit, renewals in five categories (including employment, family reunification and long-term residence) can be filed online since 6 July 2026, although biometrics are still taken in person (Cyprus Mail; see our online renewal guide). After five years of legal residence, non-EU nationals can apply for long-term resident status.

Cyprus is not in Schengen as of October 2026; the government expects to join during 2027, subject to a unanimous EU decision (Cyprus Mail, 10 October 2026). A Cyprus residence permit does not, on its own, give you Schengen travel rights.

When should you speak to an immigration lawyer?

Speak to a lawyer registered with the Cyprus Bar Association if your nationality has special rules, if you have had a visa refused, if you plan to invest, or if your family members hold different passports. This guide is general information, not legal advice.

Frequently asked questions

Does a UAE residence visa let me enter Cyprus without a visa?

No source we checked says so. Visa exemption depends on your nationality: VFS Global lists UAE nationals and holders of a valid multiple-entry Schengen visa as not needing a Cyprus visa, and everyone else resident in the UAE who needs one applies through VFS.

Do Indian nationals living in Dubai need a visa for Cyprus?

Yes. India is on the EU visa-required list that Cyprus applies. An Indian national resident in the UAE applies through VFS Global in Dubai or Abu Dhabi, unless they hold a valid multiple-entry Schengen visa, and then applies for a residence permit in Cyprus to live there.

Can a British citizen move from Dubai to Cyprus?

Yes, but since 1 January 2021 new British arrivals are third-country nationals. You can stay up to 90 days in any 180 without a visa, and to live in Cyprus you need a residence permit such as an employment, visitor or digital nomad permit.

Can Russian nationals living in Dubai move to Cyprus?

Russian nationals need a Cyprus visa to enter and then a residence permit to stay. Residents of the UAE apply through VFS Global in the UAE. Since November 2025 Russians are generally not eligible for multiple-entry EU visas, and rules have changed often, so check with VFS or the Cyprus Embassy in Abu Dhabi before planning.

Can I work remotely for my Dubai employer from Cyprus?

Non-EU nationals can do so on the digital nomad permit if they earn at least €3,500 net a month from an employer or clients outside Cyprus. It is valid for one year, renewable for two more, and family members can join but cannot work.

Which Cyprus visa do I need to buy property and live there?

Buying property alone does not give residence. Permanent residence under Regulation 6(2) requires an investment of at least €300,000 plus VAT and secured income of €50,000 a year, plus €15,000 for a spouse and €10,000 per child; as of September 2026 the government was preparing to tighten the scheme.

Where do I apply for a Cyprus residence permit?

In Cyprus, at the Civil Registry and Migration Department of the Deputy Ministry of Migration and International Protection, where biometrics are taken. Since 6 July 2026 several categories of permit can be renewed online, but first applications are still made in person.
