What is the MEU3 Permanent Residence Certificate?
MEU3 is the form, and the name most people use, for the Permanent Residence Certificate issued to citizens of the EU, EEA and Switzerland. It follows on from the MEU1 registration certificate (the "yellow slip") that you got when you first registered after moving here. The certificate keeps the same Alien Registration Certificate (ARC) number as your MEU1, comes in the same paper format, and has no expiry date. It doesn't create new rights. It records a right you already have, but it is much easier to show a bank, employer or government office than five years of tax returns and tenancy agreements.
Who can apply for MEU3?
You can apply if you are an EU, EEA or Swiss citizen and:
- you have lived legally in Cyprus for five continuous years, and
- you have not relied on Cyprus's social assistance system during that time.
Family members who are also EU citizens apply in the same way. Non-EU family members qualify after five years of continuous residence with you, and they receive a plastic residence card rather than the paper certificate.
What counts as "continuous" residence?
Under EU free-movement rules, absences of up to six months a year don't break continuity. Neither does a single absence of up to 12 months for an important reason such as pregnancy, serious illness, study or a work posting. Longer gaps can restart the clock, so keep evidence of where you were.

How do you apply for MEU3? Step by step
1. Check where to apply
Applications go to the Migration Department of the Deputy Ministry of Migration and International Protection. The official page lists the offices that accept applications and tells you whether you need an appointment.
2. Gather your evidence
Collect documents that cover the full five years without gaps. Social Insurance records and tax returns are especially useful because they come from official bodies.
3. Pay the fee
As of 2026 the fee is €20 per applicant. You must pay it before you submit the application.
4. Submit and have your photo taken
Hand in the MEU3 form and your supporting documents. Bring your payment receipt and a valid travel document, because your photograph is taken as part of the process.
5. Wait for the decision
If your application is complete, a decision is due within one month. If anything is missing it will take longer, and you may be asked for more documents or invited to an interview. Approved certificates are posted to you.
What if your application is refused?
A refusal letter giving the reasons is sent to the last address you declared, so keep your address up to date with the Migration Department. You can file a hierarchical (administrative) appeal within the legal deadline stated in the letter. If the issue is a gap in your evidence, it is often quicker to fix it and reapply. Common problems
- Gaps in evidence. A missing year of tenancy or tax records is the most common reason for delay.
- Untranslated documents. Documents in other languages need certified translations into Greek or English.
- Outdated address. If you move and don't update your address, you can miss a request for documents or a refusal letter.
- Long periods abroad. If you have spent long periods away, work out your five years carefully before applying.
Can you lose permanent residence?
Yes. Permanent residence is lost if you live outside Cyprus for more than two consecutive years. Shorter trips, including long winters abroad, don't affect it.
